Today at 5pm marks the deadline for teams to come to terms with their draft picks. The Phillies have signed their first 21 picks and 27 of their first 28. However, only one of those plays is a high school player (Sam McWilliams). The Phillies can still spend $100,000 bonus on any prospects, they have a further $111,400 they can spend on top of that without penalty, and a total of $456,235 they can spend without draft pick penalty. Last year the Phillies went into that taxable level, but there are no guarantees they do it this year. A full list of 2014 Draft Picks can be found here.
It is unlikely they sign Brandon Murray who has a strong commitment to South Carolina (and reportedly wants over $1M to sign). However the Phillies still could sign 1-2 guys, and they likely have a pecking order of guys who they will be calling today to get a deal done
