The Phillies released minor league pitcher Perci Garner, a second-round pick in 2010.

Garner was an athletic raw pitcher out of Ball State with a plus fastball and a power slider. Most people thought he was a fast track reliever, but the Phillies wanted to develop him as a starter. The stuff never developed and while he generated a lot of groundball contact he never could miss bats. The Phillies moved him to the bullpen in 2014 but the stuff never ticked up and delivery inconsistencies and injuries doomed his chances. There was not a ton of room on rosters for him anymore as the system has gotten deeper.

Perci Garner was the 77th pick overall. That’s a bit of a disappointment.
