A little surprising given trends that the Phillies did not go with another senior in the 10th round. Instead it is a high upside college junior in Troy OF Logan Cerny.
Cerny has some of the better raw power and speed in the draft. He is a plus plus runner who can play plus defense in center field. He has at least plus raw power and hit 15 home runs with a .362 ISO this season. The big concern here is the hit tool, he struck out in 28.6% of his plate appearances this season, and that is not a historical anomaly for him. If the hit tool is below average he could be an everyday player, and if the glove is good enough a 30 hit tool probably gets him there as an extra outfielder. The problem is that there is not a ton of history of guys with this type of approach and swing and miss really closing the gap. Overall he is the type of pick you would be very happy with in the middle of day 2 and really unhappy with in an early round, and ecstatic with in round 10.
